Jumpluff definately falls in the category of "fun" cards, sadly with too weak of an attack to do anything more. Stat-wise, 90 HP is low for a Stage 2 Pokemon, +30 Weakness to Fire (bad since Magmortar is about), -20 Resistence to Fighting (good since Mario and Lucairo are around), and 0 Retreat Cost. Its Poke-Body, Cotton Spore, is a great one; whenever you would be damaged by an attack, you get a chance to essentially negate the damage with a coin flip of Heads. Sadly, with Jumpluff's low HP, you'd need to continually flip Heads in order to live through many attacks that would otherwise OHKO him. Its sole attack, Cottonweed Punch, is ok but very underpowering for a Stage 2; you get to flip 2 coins, and for each Heads you get to target one of their Pokemon for 30 damage. Ok sniping, but you'll need to do much more than that to ever win a game.
Modified - 5/10 (A fun card that could work in theory, but overall underpowered)
Limited - 9/10 (If you ever get this out, Cotton Spore could let you live for a while and target their Pokemon on the bench that haven't evolved yet)
Unlimited - 1/10 (Too weak)
