First. I really like this card. Works amazing in gyarados to discard the magikarps. Also works well in other decks to re-use those good trainers. Who wouldn't want to re-use a poketurn?

This is a great card. The most obvious use is to discard energy/Magikarps in Regigigas/Gyarados, but it's also a wonderful way to reuse trainers in the aforementioned decks. It does, admittedly, have a rather specific use and I don't think it's really good outside of decks that need to discard stuff, but still, a great card for today's meta.
 
Great card in some decks. It makes Gyarados top tier again. I give it a 7/10 in modified because it is situational as opposed to being a staple that every deck should run. Any deck that runs starters to setup could benefit from Junk Arm.
 
It's a pretty cool card.
The art reminds me of a crane game. There should really be some stuffed animals in that box.

EDIT: Right, rating. I'll say 7.5/10. It's a solid card.

This is good in turbo decks that OTK like Porygon OTK in Japan and Gyarados pretty much anywhere. A staple in every deck that runs a lot of Trainers.
Modified 9/10 Would be better if it could get itself.
Limited whatever that is 10/10.
Unlimited 7/10 You can replace it with Computer Search.
 
As stated above, This should make Gyarados tier 1, but it should also speed up some Stage 2 decks in need of an extra rare candy, or reusing luxury ball.

Junk Arm is the nerfed Item Finder if I understand it correctly: it can recycle any other Trainer for the cost of discarding two other cards. It can't recycle other copies of Junk Arm, which would be a minor benefit to decks that need "card dumping" options, but even if it could you'd still need two copies (and another Trainer for the first copy to recycle).

Not hitting Supporters probably keeps it balanced (though I wouldn't consider Stadiums to be an issue except in terms of flavor). The biggest strike against this card comes from the amount of solid Trainer-lock decks: there are both dedicated Trainer lock decks as well as popular decks with 'soft' lock capabilities. That and simply the potential lack of the target can lead to it being a dead draw.

Definitely a staple for decks that need to dump cards into the discard quick and easy, and nearly a staple for any deck that has key Trainer cards it relies heavily upon: you can either get an effective "fifth" copy (or beyond) of one or more of those Trainers, or streamline your deck by relying on this to recycle fewer copies. This is an odd concept for many. It won't work if your deck can't reliably draw into or search for the Trainers you need initially, or don't think you'd have enough disposable cards for the discard cost. If you do meet those requirements, each copy of Junk Arm will become a "floating" Trainer by recycling the Trainers your using most that match. In Unlimited, I usually got away with running less Professor Oak, Gust of Wind, or Super Energy Removal because rarely would I find I needed four of either in a match. Packing three Item Finder meant I could run three of each but have access to a total of six of either... if I needed them. If instead I needed to recycle one more Focus Band or a clutch Lass late game, I had it.

Ratings

Unlimited: 7/10 - People do run Supporters in this format, as well as some potent, old school Stadiums like Chaos Gym. Item Finder can get both of those, making it the better card. If you can't get a hold of that old gem, then this is can still do most of the job.

Modified: 7/10 - The fact that it is a must for decks that need discard helps compensate for the unfriendly environment facing Trainers right now. Not every deck needs them, but most decks should really, really consider squeezing one in.

Limited: 1/10 - Check the set: this is the only "normal" Trainer: the others are Supporters/Stadiums or the Secret Rare and almost useless Alph Lithograph. So either it is completely dead draw, or you risk damaging a nice collectible card that is incredibly fragile... and still might be a totally dead combo.

This is like a wildcard in gyarados once VS Seeker and Pokemon Rescue are in the discard, it can be any non BTS card you've played after that. It allows you to cut down on things like warp point, expert belt, and pokemon rescue and use more than you run in matchups where you need to. Or just lay ridiculous amounts of crobat damage. 10/10 in Gyarados. The best card in the deck.
 
Love this in my Regigigas deck. 2 luxury balls in one turn? Yes, please. Need that crucial late game scoop up? This gives you a chance. I've found more and more uses for it as I play it. Also, I believe it was ruled you can retrieve a trainer that you discarded with Junk Arm (although you can't get the Junk Arm back) which gives it yet another solid use. Someone will correct me if I'm wrong.

9/10 in Gyrados/Regigigas/decks where you rely on discarded energy for your attack
5/10 in others - some decks simply don't have the room
 
Today's CotD is Junk Arm from TM, probably the best Trainer to come out of the set. Being able to discard 2 cards from your hand alone is a very powerful effect for decks that rely on discard, and the fact you get a Trainer out of your discard just makes it even sweeter for any deck. Really, there's no downfalls with this card, it's usable in any deck, as the discard could be used to clean up room for Uxie to get the most from its Poke-Power, etc etc.

Modified - 10/10 (Really it's usable in any deck pretty much, who doesn't want to reuse cards like Luxury Ball, or grab stuff like Energy Gains and Power Sprays that have been used?)
Limited - 1/10 (Here's the problem...Junk Arm is the ONLY Trainer in the set besides the Alph Lithograph, so unless you're drafting several different sets together, don't bother. If you do the latter though and get any Trainers, run this)

Junk Arm is really an incredible card. The uses are limitless: extra Communication, Luxury Ball, Expert Belt, PokeDrawer, etc. The discard fuels Gyrados and Magnezone Prime and helps you draw with Uxie.

Slightly unrealistic, but it could happen where someone will use 4 PokeTurns and then use 4 JunkArms...80 FREE DAMAGE!!!

Anyway, re-using Trainers is good. Turning the discard into a benefit with Gyarados and Gigas is even better.

Most decks won't have the room, some decks will depend on it.

It's a really good card to have in the format though.
