Only reason to run this Empoleon over the DEX one is for the (potential) benefit of discarding your opponent's key energies. Given that most decks are running quite a bit of energy these days, though, the value as a tech your Empoleon DEX deck is limited.

Cold Crush is one of those attacks that gets undervalued.

Interesting in this metagame is pokemon that discard energy from themselves because they buffer themselves against Mewtwo EX. W+DCE on Empo, you can discard the DCE and Mewtwo loses 40 damage from its attach against you.

But DEX Empoleon's attack already only uses a single :water: and can be relied on to do at least 70 damage. If you want to discard your oppponent's energy cards, there are other pokemon that are not stage 2 that will do it.
 
I like the artwork for a lot of these BW Promo cards, and this is no exception.

However the card is not good and probably won't ever see play.
 
I think this will be good to slow down Mewtwo EXs in Empoleon decks so they can't catcher up your Mew EX and take a cheap prize.
 
The energy tradeoff is an interesting idea, but not enough to warrant actually playing this guy. In this format geared towards basics with benefits, Evolutions have to be pretty darn worth it to even be considered, and :water::colorless::colorless: for 70 damage and discarding to discard simply isn't good enough on a Stage 2, when Hammers and Sableye can do it even better in one turn.
