I have SSF4, but I'm terrible at it. I never got used to this type of control scheme. Super smash Bros controls are my kind of thing. But it's fun to play and my figurines have won a match of three that I've had.
Is that so? The MPO files on my 3DS use the same name as the JPG file they're associated with.

I have it - the "quick move" is basically easy-mode, regardless of difficulty.

I lost every single game on Wi-Fi until I found M. Bison to be my favorite character. Since then, I started winning matches left and right!
While it's true you can play "Quick Match" with a random person, it's not the same because you almost feel like your playing against the "computer" in a way. Besides, it's more fun playing with someone you've exchanged friend codes with on the 3DS system and play with over and over. Once we exchanged friend codes, we can play against each other on multiple wi-fi games without having the need to exchange friend codes for each game.

Both the 3DS and DSi SYSTEMS are region locked.
Games just are coded to NTSC, PAL, or JPN.
Don't listen to rumors - go to the official source.

you can play foreign games on a dsi just not if they are foreign dsi enchanced
