It's an upgrade, not an evolution. The pokémon doesn't change, it develops. Makes complete sense as Level Xs function like a tool or TM more than an evo card. Simply poor wording, it should have been "has the attacks" not "can use the attacks" all along.

I'm obviously really stupid, but why does it make a difference what the wording is? I thought it was completely obvious what the ruling should be either way

Using existing rulings for similarly worded cards and effects, it wouldn't have worked.
That's why it makes a difference that it's a new mechanic.
The new mechanic works differently than existing mechanics.
