I believe now that prereleases have started we can get rulings on RR cards...
Aerodactyl GL's Primal Breath attack reads "Your opponent can't play any pokemon from his or her hand to evolve or level up the defending pokemon during his or her next turn"
Is this an effect on the Opponent or the Defending Pokemon? (Basically, if the opponent switches, are they still not allowed to evolve/Level Up their new defending pokemon similar to how Electrike MT works?)
