charizardian, not really. The damage counters can be placed on a benched Pokemon. Or, you could use it with machamp active and ampharos benched. If you mean 2 seperate people, it wouldn't work. Ampharos can only put them on your own pokemon.

Wow, how long did it take you to figure that one out? I know that, fool. But it works just as well in 1 on 1 as it does in 2 on 2. There's no difference.
 
Well, Gyarados's Full Retaliation might work somewhere there.
Shedinja (ex: Dragon) would also be able to do massive damage.
The Poke-Power would also activate Jumpluff's and Swablu's Fluff.

The Poke-Power text is lacking 'This power can't be used if Ampharos is affected by a Special Condition'.
