Not officially, no.
For a fun game, if both players agree, that's another matter, of course.
And you would have to have sleeves so you couldn't tell where it is in your deck.
For your reference, Mew has 30 HP.
It's attack costs PP and it does 40 damage.
You can see the number in it's retreat cost. I think it's **, but don't take my word for that.
And of course, it is 2x weak to Psychic.
