As it says in the first post.

This event is open to all players in good standing, regardless of country of residency, who do not yet have the 400 Championship Points required to qualify for the 2013 World Championships in Vancouver, BC, Canada. Preregistration will occur on Saturday night on-site at US Nationals.

No it does not.

The online results have been posted at pokemon.com, and I was pleasantly surprised to see that despite the above statement, there was indeed 1 play point awarded for participation in the tournament. (Though in theory that's not a good idea, because then the tournament could attract some players who are close to the top 100 and are only interested in playing to get the 1 play point.)

Some people have gotten their CP from the tournament online and some haven't, so they may still be juggling around how it's handled; I wouldn't assume that's final. (Notably to me, I don't yet have the CP that should get me my invite. :) I'll open a support ticket if it's still the case in a day or two; I assume the folks who work on this also need to get home and go through their back email like I did this morning.)
