Any other effects= Weakness?

2 Questions:

1st. Rampardos PL has the body: Iron Skull: Rampardos´s attack´s damage isn´t affected by Resistance, body:, powr:, or any other effects on the defending Pokémon.

Does any other effects mean Weakness, too, or not?


2nd. How can I post a Front Page article in this Forum?
