When a tool card like "Floral Crown" says something like "At point X, do Y to the Pokemon this card is attached to", does that effect apply even if the Pokemon in question has been moved to the bench?
Please note that there is no indication on the card itself that there are any Active or Benched restrictions to the effect.
The full text reads:
"At the end of your opponent's turn, heal 20 damage from the Basic Pokémon this card is attached to."
