Aqua's deck emerald help!

[Gatsu]

a friend of mine is tring to fix his old aqua deck with the usufull scott+ball+ivan: sure evolution.

the aim is to have a lanturn and a manectric to super-fast charge of kiogre, walrein or sharpedo.
with scott in opening hand he can select a conspirator,archie,steven!

what do you think?

it's a fix of mine,
My friend usually uses 1-2 lines or 2-3 lines cuz he has no problem finding basics (ball,consipirator, master ecc.) but often mulligans a lot...
do you think that 2-2 is to much?
