Are the Shining cards more or less rare than EX/Lv X?

They are rarer.
Exs come between 1 and 3 per box, depending on the set. 3 is the most common. *s come in every 8th, box. (Every 3rd for the ex Team rocket set).

no, its not every 8th, thats FAR too rare. the *s come in an average of one every 2 boxes.

I was told every 8th. It may be every 5th, though.

One every two boxes is still pretty rare. I pulled a Vaporeon* from a pack of Power Keepers a few days ago and was wondering. Thanks.
