Are these legit? (Toxicroak promo, link inside)

Was browsing eBay because I'm having trouble finding Promocroaks. Came across this:

That's 500 Toxicroaks, 2 available orders (totaling 1000 ) The seller also sells them in batches of 100, 50, 25, 8, and 4 in addition to singles and there's multiple orders available on each. They're pretty reasonable, and I might get a batch of 4, but how does someone get this many Toxicroaks??

Yup, I've bought 150 from them before, sold/traded about 107 so far

It's not that unreasonable for some places to somehow have that many of them. I know a card shop that somehow had over 5000 Blue Eyes White Dragon (from Yugioh) cards, and that came in a book too. They later had the same amount of a couple other Yugioh cards that also came from books. I have no idea how they do it either. Buy is masive bulk maybe?
