Attacks not affected by damage or other effects on the defending pokemon

Guys, today I saw several people discussing on a situation regarding attacks that say the following:
"this attack's damage isn't affectd by weakness, resistance or any other effect on the defending pokemon", others say "this attack isn't affected by weakness, resistance or any effects on the defending pokemon". This would mean, if they have safeguard as abillity, they have a pkmn tool attached to it, or maybe an attack that the pkmn did in a previous turn caused to be protected of attacks damage..or effects the Active pkmn would attack without any restriction or limitation.

What would be the procedure if the active pkmn has an attack which reads the text "this attack isn't affected by this and that" but the defending pkmn has a card attached to it which says that it protects the pkmn about certain effect or reduces the damage? What resolves first? Or what is done?

its not really a matter of what resolves first but what would prevent what. Take a look at Sigilyph's Safeguard ability. Its reads prevent all damage done to it by EX Pokemon. Giratina EX has a attack that reads This attacks damage is not affected by effects on the defending Pokemon. Even though Giratina is a EX Pokemon, Its attack would do the 90 damage because the effect of its attack ignores Sigilyph's Safeguard ability because Safeguard is a effect thats placed on Sigilyph.

Same thing with other effects that are placed by effects of attacks (Sand Attack type attacks), Trainer cards (Eviolite and related) or Energy (Special Metal and others)

A rule of thumb for these type of things are negative effects (the ones that cant be stopped or reduced by other effects) always beat the positive ones (the ones that would prevent).

Correction: Sigilyph reads "Prevent all effects of attacks, including damage." So an Entei EX wouldn't be able to Burn sigilyph either.

I can't come up with a situation right now, where the difference between the two quotes would make a difference, since those cards I can think of right now, that says that, only do damage.

But let's make a hypothetical situation and pretent that Entei EX's attack said "The defending Pokémon is now burned. This attack's damage isn't affected by weakness, resistance or any other effect on the defending pokemon"
If it was attacking Sigilyph it would still do 30 damage, because Safe Guard is prevented. However it would [not] burn because only damage done is affected.

If however Entei EX's attack said "The defending Pokémon is now burned. This attack isn't affected by weakness, resistance or any effects on the defending pokemon." it would both do 30 damage and burn since none of either damage or effects are affected of Safe Guard.

Hope it came out in a way that makes sense :)
