I'm not sure this is the appropriate place, but since it revolves around getting an official answer, I'm posting here.

Why is the Computer Search from the Base set not legal for Standard format?

Computer Search 71/102 Rare Major text change. Note: Can only be used in Unlimited and is played as the Ace Spec.

The old version (Base set) states:
Discard 2 of the other cards from your hand to search your deck for any card and put it into your hand. Shuffle your deck afterward.

The new version states:
Discard 2 cards from your hand. (If you can't discard 2 cards, you can't play this card.) Search your deck for a card and put it into your hand. Shuffle your deck afterward.


While the wording has changed, the only difference is that it specifies that you can't play this card if you can't discard.
 
The major text change is that it is now an Ace Spec.
And since you would have to have a reference card in order to play it, and you can only play one, then you might as well play the reference card.
This is the official word from Pokemon Organized Play.
