Strategy: I was originally play testing a Seismitoad / Garbodor deck but the Genosect / Virision match-up made me want to try to find a way to use Seismitoad that could get around the Grass weakness pretty easily and this is what I came up with. The idea is to use Mew's Versatile ability to copy (mostly) Seismitoad's Quaking Punch and lock down my opponent's Item cards.

Techs Choices:

2 Latias EX: With Pyroar being so popular right now I opted for 2 Latias to be able to get around his ability. It can also be useful decks like VirGen and others that heavily rely on abilities
1 Keldeo EX: Float Stone + Rush in for free retreat
1 Heatmor (PS): Luring Flame helps to pull up bench sitters like Garbodor and Dusknoir
1 Jirachi EX: Helps me fish out a useful Supporters

Since you are running 2 different types of basic energy, I'd suggest you incorporate at least 1 Professor's Letter to help you get needed R and/or P energy. You may also need an Energy Retrieval too. So, consider the following suggested changes:

-4 Rainbow
+1 R
+1 P
+1 Professor's Letter
+1 Energy Retrieval

The energy line hasn't really been that big of a deal for me. I run enough draw to run into what I need most the time and the rainbow energies Mew EX to use the attack he needs when he needs to
 
Latias EX is the truly perfect counter to Pyroar. Not only would Pyroar not be able to hurt Latias EX, but Latias can punch right through Intimidating Mane. When combo'd with Muscle Band, Hypnotoxic Laser, and Virbank City Gym, you're getting a one hit KO and can't be hurt by newly-promoted Pyroars. The problem is consistency. You would need the Muscle Band and Laser each time you wanted to knock out a Pyroar unless you were okay with two-hit KO-ing it (which is obviously risky as they can just retreat and bring something else out).

Otherwise you don't need Korrina because she only grabs fighting Pokémon (so you're better off with Skyla). I'd also ditch Heatmor PS because once you attack with Heatmor to pull out Garbodor or Dusknoir, the opponent isn't item-locked anymore, so they'd play Float Stone (that is the tool of choice for both of them) and then retreat for free, missing your chance to either lock them with Toad or Mew.

Now since you wanted to get around Virizion EX/Genesect EX hitting your weakness, let's say you're playing against that. Clearly you'll get Seismitoad or Mew set up faster than Genesect, but unfortunately Virizion/Genesect functions even under item lock (moreso if their abilities aren't shut off by Garbodor). This means that Virizion EX's Emerald Slash attack will be powering up Genesects who are going to come out and do 100+ damage every turn (that's 200 to Seismitoad, and if they have Muscle Bands, that's a OHKO on your Mew EX's). While Mew may get around the weakness, its 120 HP makes it even more of a liability. So as you mentioned, that's where you might bring in Latias EX. Suddenly Virizion *and* Genesect can't attack it and they have to find G-Booster for Genesect to get around Latias EX's ability. However they could also just attach a Plasma Energy to Genesect and use his Red Signal ability to pull back out a Seismitoad or a Mew. This is the main reason why people are leaning more towards Seismitoad EX/Garbodor as a true lock deck.

Don't be disheartened though, every deck has an unfavorable matchup. While Latias EX certainly stops Virizion/Genesect in its tracks (barring a few exceptions), in that game you would need to be wary of playing your Toads and Mews for fear of a OHKO due to Red Signal and/or weakness. Again, Virizion/Genesect is the bane of this deck but Latias may help get past it. Just remember that Virizion makes all of their Pokémon immune to status conditions as long as they have a grass energy attached, thanks to its Verdant Wind ability thus negating Laser (another reason to have Garbodor).

The biggest problem with Latias-EX is really Druddigon. Mewtwo-EX and Charizard-EX can put the hurt on it, and these are all things that were seen in the Pyroar decks at US Nationals.

It's a decent enough counter, but definitely not the perfect counter.

True enough, though Mewtwo EX and Charizard EX can put the hurt on anything. ;) What I meant by "perfect counter" is that not only does it ignore Intimidating Mane but its own ability prevents Pyroar from doing damage, etc. It literally turns the table against Pyroar. But yes, Druddigon is a hard counter to Latias. Do you think we'll see more of him or less of him though since Blastoise/Black Kyurem and Rayboar are not extremely common?

At this past weekend's League Challenge ("extended" play format), 2 players ran RayEels... I definitely expect to see lots of the big Dragon types at upcoming tournaments - at least in my area. So, yes keep those Druddigons ready for battle.

Also, have you considered running Pyroar in your deck? It would actually address several concerns:

  • Counters other Pyroar decks; but Seismitoad can easily 1HKO Litleos - providing a possible edge
  • Provides protection for your Toads against Virizion EXs and Genesect EXs
  • Potentially buys you time while you get setup
  • Counters opponents just running big Basic Pokémon

I did try running Pyroar before but switched it to Latias because I was running Mew. If I took Mew out and went back to Seismitoad / Garbodor I would probably run Pyroar and some Tool Strippers
 
Of the various Seismitoad combos, I like Seismitoad-Garbodor most since I can run lots of techs with it. But I'm still working through a few issues like needing a "big hitting" Poke to inflict a significant amount of damage..

I would take Garbodor over Pyroar because Ability lock for the whole game just seems to good to give up (and it gets around Pyroar). You could run things like Reshiram LTR and Charizard-EX 12 to counter Genesect.

If you decide to run Pyroar instead of Garbodor, I would take advantage of Ability usage and throw some Dragalge FLF in there so you can form a retreat lock in combination with Lasers. I would also throw in a Mewtwo so your Pyroars don't get steamrolled by M Lucario-EX and Machamp.

I'm not sure what Mew-EX adds to the deck. Seismetoad is already easy enough to stream and replace. Mew is just an easy 2 Prizes here.

Whatever you choose, I would replace the Cherens with stuff like Shauna, more Skyla, more Colress, or Pal Pad.
