I'd re-read Palmer's if I was you. It lets you pull back up to five "Pokemon" not "basic Pokemon" that alone in a SP deck is worth it's weight in gold.

Well, Palmer's can get you back more cards vs Night Maintenance, but Palmer's uses up your Supporter limit for the turn.

Anyways, does the recent ruling on Looker's benefit or hurt the card? I heard that it hurts Gengar decks, but I don't run Gengar so I'm wondering if Looker's is usable.

It hurts the card because Looker's is rarely played outside of Gengar, who could choose to use it on thier opponent, and they would typically need to announce a number of cards before they drew. If they drew enough trainers for you to kill them, then they were in trouble. With the new ruling, they just make sure they draw one less trainer than you need to kill them. Thus Looker's is not really any better than Cynthia's Feelings in Gengar now.
 
Palmer's is a great card in SP decks as you can play 1 and Cyrus for it. To be honest, aside from that, Im not really a fan. Id much rather run NM.

And as far as the Cyrus Engine, looks like most forgot about 1 Aaron's Collection. A pretty big 1 shot to get back an SP/LvX/energy from the discard pile.
 
Are there currently any cards used in every good deck regardless of if it is SP or not? I'm just re-learning the game, or learning the new game you could say, and trying to build a deck.

Roseanne's Research is used in every competitive deck, Cyrus is used in every competitive SP deck, and Bebe's Search is found in 4's in competitive non-SP decks, and sometimes 1 or 2 Bebe's are found in SP decks as well.
