Bill's Maintence

Had a ruling on this go against me at the Nats, but after having seen other people agree with me on the usage of the card here and elsewhere, I felt that I should get an official answer for future reference.

So....can Bill's Maintence be used when you have no other cards in hand to shuffle into your deck? I would've said no, but the judge at Nats said yes. Which is it?

The judges are wrong.
The player HAS to have a card in their hand to shuffle into their deck.

Shuffle in is a condition of playing the card.
