That was a promo that was handed out at worlds 2004 I think. One was given to each room that had a player with a paid trip. You could them on E-bay but for how much that is the question.

Yes Tropical Wind 2004
Championship Arena & Tropical Tidal Wave were given out 2005
Tropical Tidal Wave (same text as 2005 with different art) was given out in 2006.
