Double Decker

I've used this in my league and it went 3-1 and won, but I was wondering if it needed anything else in it to make it achieve a higher standard.
Pokemon:
3 x Blastoise (Platinum)
2 x Wortortle (Platinum)
3 x Squirtle (Platinum)
2 x Delcatty (Platinum)
2 x Skitty (Platinum)
3 x Kingdra Prime
2 x Seadra (Undaunted)
3 x Horsea (Undaunted)
2 x Blissey (Platinum)
2 x Chansey (HS Base)
2 x Uxie (Legends Awakened)
Stadiums, Trainers and Supporters:
1 x Luxury Ball
2 x Expert Belt
4 x Pokemon Communication
4 x Rare Candy
2 x Palmer's Contribution
2 x Judge
2 x Pokemon Collector
2 x Engineer's Adjustments (I'm unsure about this card)
3 x Bebe's Search
Energy:
10 x Water Energy
2 x Double Colourless Energy
The deck uses Blastoise's Dig Well in conjunction with Delcatty's Power Circulation very well, Blastoise's Double Launcher helps in that respect too, if I have no energy in the discard pile.
Delcatty can become a tank when Blissey is out because it can heal 40 damage a turn whilst dealing a lot to the opposing defending Pokemon, and even more with Expert Belt (this goes for Blastoise, Kingra and Feraligatr too).
Kingra Prime is in the deck for both it's Spray Splash Poke-Power, which helps Blastoise's Double Launcher hit harder onto the bench, as well as it's single energy attack Dragon Steam which hits for 20 to 60 damage, or 40 to 80 if it has an Expert Belt on.
Feraligatr Prime's Rain Dance is the weakest Poke-Power in the deck, but it can still be very useful if I need to put lots of energy on a turn, for example for a quick Double Launcher, or to let it use it's own attack which can hit for a lot with or without Expert Belt. It also has the most HP in the Deck, so it can be set up as a wall if need be.
Blissey is the Healer of the deck, helping with it's Nurse Call Poke-Power which can be used with Delcatty's Power Circulation to bring the Energy you just discarded straight on top of the deck and if you have Blastoise out too you could attach it as well. Return is a useful move for card draw too, and Double-edge is a last resort move that will more than likely not see any play at all.
Uxie is in the deck for card draw, but it can be quite sneaky if it gets an Expert Belt on it to deal 40 damage and then run away to the bottom of the deck with both the Pokemon Tool and the Energy.
Although this deck has Blissey, I thought it might be best to have the chance of healing Special Conditions too. This is why Dawn Statium is in the deck, though I am unsure if the card is worth it. Luxury Ball is useful for Pokemon searching, as is Pokemon Communication, Pokemon Collector and Bebe's Search. Expert Belt is for dealing extra damage, which is always useful. Rare Candy is useful for Leveling up any of my major Pokemon right away, even Feraligatr if I have a spare place on the bench and all I have in hand is Energy and an Uxie. Palmer's Contribution is to put Pokemon back into my deck, though sometimes I use it for Energy too. Judge can be used to get a new hand if you have a bad one or disrupt the opponent which can be useful if they are on thier last Cyrus's Conspiracy, or other major Supporters, Trainers or Pokemon. Engineer's Adjustments is for card draw if I need it, but I am unsure that I do because I have a lot of card draw anyway, however it has let me draw into particularly good cards on occasion.
The way I calculate my Energy is to add up all the non-colorless symbols on each of my Pokemon's moves. Blastoise's total was 2, but I have 2 of it in my deck which makes 4. Rinse and repeat for the other Pokemon which makes 14, (Feraligatr Prime: 8, Kingra Prime: 2, Blastoise: 4)
Could any of you suggest cards that I should change to make this deck better? If you could please state which cards you believe should be taken out and which should be used instead of them clearly, I would be most grateful.
Thanks!
