Can you use a Blaziken from EX Ruby Saphire ounce EX Power Keepers is modified legal?

They are identical with the exception of the artwork and one line of text in the attack.

Blaziken RS's Fire Stream reads:
:fire: :colorless :colorless 50
Discard a :fire: energy card attached to Blaziken. If you do, this attack does 10 damage to each of your oponents benched pokemon. (Don't apply weakness and resistance for benched pokemon.)

Blaziken PK's Fire Stream reads:
:fire::colorless:colorless 50
Discard a :fire: energy card attached to Blaziken. This attack does 10 damage to each of your oponents benched pokemon. (Don't apply weakness and resistance for benched pokemon.)

The difference is in bold.

Clarification on this ruling would be much apprecieted.

EX Power Keepers has not been released yet. I normally don't answer hypotheticals...but since we have the card image on the pokemon-tcg.com website, I suppose I can answer.

The card text was clarified. They are considered the same card as far as organized play goes. (It is not Modified legal, until EX Power Keepers has been released.)
