Well, looks like we continue having a break from SW cards.
70 is good for a basic. The dark weakness is considerably good, the resistance is fantastic, and the retreat cost is average.
Rotom's first attack, 20 for two energies, can let you choose a card from your opponent's hand without looking. Then, you can look at the card you chose, and it goes to the bottom of your opponent's deck. The second attack, for two :lightning: energies, does 30, but if you can get a coin flip of heads, you do 60 and you paralyze the defending Pokemon. Well, this card looks somewhat.........situational.
Overall 2/10 in modified, 4/10 in limited, and 1/10 in unlimited
In modified, this card isn't going to do much. The second attack is risky because of the coin flip, and the first attack is inferior to Cyrus's Initiative in terms of hand disruption. Plus, its low HP HP can make it an easy target; yet, the factor that "saves" it rating wise is that it does have resistance to Garchomp C at least, and for fun, Astonish is good for some slight disruption.
In limited, this card sees a slight boost in usage. Once again, its second attack is just too risky, but the first attack can actually come into good disruption use for once, and it can be annoying for that reason too. Still, however, it has a rather low HP that can make it an easy target for a KO, so it should be used wisely.
In unlimited, Rotom really won't do much. There is no way it can be used as a good attacker, and there are way better cards for disruption here, so that makes its first attack a rather inferior disruption user. Thus, I doubt its going to do well here.:nonono:
