Break evolution from EX?

Can I break evolve from EX's? Or just from stages? And what about from basic pokemons, for future reference?

Also, since the break cards evolve from cards of the same name, do they count as such against the rule of four?

Break Pokemon state on their card the name of the Pokemon that they evolve from.
It must be EXACTLY that name.
So, Chesnaught BREAK evolves from "Chesnaught", not from "Chesnaught EX". That is a different name.

I'm not sure I understand what you mean by "from basic Pokemon".
Do you mean "can Raichu BREAK be placed directly onto Pikachu?"
If so, then the answer is no. Raichu BREAK's evolution box states that it evolves from Raichu.

BREAK cards do NOT have the same name as the cards that they evolve from. "BREAK" is part of their name.
So one card is named "Zoroark", and the evolution of that is named "Zoroark BREAK".
Since the card names are different, you may have 4 of each.
