Buff padding and galar mine ruling

I need an official ruling on this.

If i have a pokemon with 2 retreat cost and i play galar mine down- that would make its retreat cost . So if i play buff padding on it, does it get 50 extra hp from that tool?

Galar Mine adds 2 to the Retreat Cost making the Active's Retreat Cost 4.
Buff Padding only works on Pokemon with a Retreat Cost of 4.
Your Active has a 4 Retreat Cost so Buff Padding adds 50 to its HP.
