Can Town Volunteers from Aquapolis (and other cards from the Neo and e-Series that refer to "Baby Pokémon, Basic Pokémon, and Evolution cards") get a Pokémon LV.X?

Yes. Per the document that is linked to, if a card give you the option to do something to both/either an evolution card and/or a Basic card, you can also do it to a Level Up card.

You just can't do it when the effect only gives you one or the other to do it to.

Can you level up a lv x?

Example, can you level up Absol G Lv X into Absol G Lv X? Isn't the name treated as "Absol G" when it's in play, or is it treated as "Absol G Lv. X" in play?

No. It would seem so, but no. Lv X is the highest form a Pokemon can possible take.
