Can you play "Best Of" promos in e-on?

i dont know if this is the right place to put this, but i wanted to know if you could play the best promos in e-on???

Sorry, but the new Floor Rules (http://op.pokemon-tcg.com/tournaments/pdfs/Pokémon%20Organized%20Play%20Floor%20Rules.pdf) do not allow for the Best Of promos in the Modified Format. You can only use Promo 001 Kyogre-EX and above.
