Can you play Super Rod without having 3 combo Pokemon/Energy?

I was wondering if you could play Super Rod if you didn't have enough of a combination of Pokemon and Energy to grab. I'm pretty sure you can. As a follow on question, can you choose not to get all 3 cards even if you have enough? It doesn't say "up to"..so I wasn't sure if you could choose to not get all 3 if you do have enough combination of energy and Pokemon in your discard.

You have to be able to get at least one card when you play it. Then you do as much as you can.

If you have three or more, you have to get three.
