Can you use Japanese cards in states this weekend?

I have a japanese Glaceon lv.x and I want 2 play it, but I'm not sure if you can use Japanese cards anymore. help please!

Yes you can use up to 6 foreign language cards in your deck. Just be sure you have the appropriate card reference(s).

Just wondering if what I heard is true about not being able to use Japanese cards from Rising rivals and Up? I've look in numerous locations and haven't seen anything about it. TY
