The promo card for cities with the city stamp is Dratini LA!

The official site has posted an animation showing this, or you can see the animation above as a banner.

It looks like this year will be: Dratini (City), Dragonair (State), Dragonite (Nationals).
 
Think it was a coincidence we got a lv.50 Dragonite at TRU and Worlds and VGS being at the same location this year?
 
Year of the Dragon isn't till 2012 though...*prays for Salamence/Garchomp promos then*

Imo, it is a bit of a coincidence, since Deoxys and Darkrai were both also given out this year also, but it was likely planned.
 
I'm surprised no one saw the posters that TO's put up as advertisements. They've been around for a long time.
 
You're right. I suppose I was thinking of the PTO's, and how they could download a PDF file which contained a poster - which had dratini on it and the dratini card.
 
The pokeman depicted on a promotional card is of ABSOLUTELY ZERO RELEVANCE WHATSOEVER. the card and its artwork already exist, im sure most of you have them. so now you'll have them with a little logo on them too, whopp-dee-doo cowboy.
 
I'm absolutely ecstatic about my favorite pokemon being the Promo pokemon this season.

I'll be doing everything in my power to get like 3-4 Nationals shirts... xD
