Clarification of Best Finish Limits?

So I understand that best finish limits count only your top x rankings in a certain type of premiere event, but what happens to those that aren't counted? If I understand it correctly, nothing. Shouldn't your standing for that tournament be adjusted so the people beneath you move up a rank in terms of earning points and earn championship points themselves? The goal is to provide a more even playing field. But if tcg player Bob Joe can just travel around and top tournaments with his friends to push people out of eligible rankings, wouldn't that be just as unfair? Players are going to try to get the best rankings they can and their other rankings in this case will just unfairly limit the amount of people who earn points.
 
I totally love this concept... conservation of points! Could get sticky though if Bob Joe had, say 10 1st place finishes in LCs. Which ones would be the ones that counted and which ones would be the ones left to 'fall' to the next eligible player? Would you suggest counting the ones from the smaller-field tournaments and letting players in the tournaments with larger fields get a deeper points payout? That might ironically reward travelers who can travel with Bob Joe who consistently don't place as well... encouraging the travelling pack mentality... which isn't inherently bad, because eventually they will also have a best X of finishes that must also propagate down.

I still love the idea of making sure there are no 'wasted' championship points, but getting there might be more difficult than it seems on the surface.
 
TPCi has a target in mind for the number of players to have at Worlds. Making more points available through pass-downs would only drive the threshold higher, so there's no point in making the system more complicated.

Quite the opposite actually. At some of my battle roads last year we had people who drove almost half a day to compete. At a battle road! That's a little too much and the local players would be suffering from it.

Then why have the threshold period? Their logic is to make it more even for everybody, but it's not. It's just limiting it.

And not everybody who would qualify would go.
