Clarification Please

Q. If I use a "once per turn" Poke-POWER and then level up, can I use that Poke-POWER again on the same turn?
A. No, you cannot. The Lv.X is still considered the same Pokemon as it was before leveling up. (Dec 11, 2008 PUI Rules Team)

From my understanding a power like Magnetic Search or Super Conductivity could be used again after Leveling Up, while a power like Telepass could not, because you can only use one Telepass per turn on any Pokemon. Is this understanding not correct? Because of this ruling I fear I may be wrong.

If I am correct, please update this ruling to be more specific, as it is rather confusing.

"Once during your turn", as in the Magnezone Powers you mention, does not get reset when you level up. No, you can't use them again, on those same Pokemon, if they level up.

"You can't use more than 1" Power language with Telepass already precludes using it again, as you note.
