An 8 years old kid is playing a rock-lock at a local tourney next to him is his bro watching the match when his opponent's evolves he forgets to put 2 damage counters on the evolving pokemn his bro reminds him to put the 2 counters because o the dark amphy power . is this legal=??
 
The brother should be bringing it to the attention of a judge who should then be enforcing correct play of mandatory effects.
However, for a non-official to interfere in a match is incorrect.
It's up to the Judge to determine corrective action of the situation.
Probably an initial caution would be sufficient with notice that further issues need to be brought to the judge and if he doesn't but instead interferes in the match again, penalties could escalate, either to the brother, if he's playing in the tournament himself, or to the younger brother if needed.
 
It's okay to go get a judge, if they see something wrong.

As a judging technique, the spectator should be reminded to let the players enjoy the game. Anyone can feel stress from playing the game, and miss something. Unfortunately, by having a spectator jump in, there can be even more stress added for the player.

Generally speaking, if someone is interfering with a match and has some emotional interest in the game, I've asked spectators to leave the table area...it's for their sake (I don't have to get tough) and for the players (they know they won't be distracted that way again).
