Cramorant LOR shouldn't be able to use TM's for free

Considering the interaction of Forest Seal Stone (FSS) AND Path to the Peak (PTTP), The ruling makes it clear that this interaction works, because path to the peak removes all abilities from pokemon, and the ability on FSS is on the tool NOT the pokemon - the pokemon simply is allowed to use the ability on FSS. As a result, it can work while under path to the peak. Makes logical sense.

Following this logic, the ruling on Cramorant and it's ability to use a TM's attack for no energy cost makes no sense - the ability allows Cramorant to "ignore all energy in THIS Pokemon's attack costs" The TM's attack isn't one of the pokemon's attacks, it's an attack that the tool card has, that the pokemon is allowed to use.

The TM's all clearly state on the card that the pokemon it's attached to CAN USE the attack on this card, but it isn't one of the Pokemon's attacks. It can simply USE the attack on the TM.

Thoughts & comments? Just seems very backwards when the FSS/PTTP ruling explained very clearly why it works, and by that logic, cramorant's ability shouldn't allow it to use TM attacks for free.

Sorry, we're not debating in this forum. Card Strategy is for discussion.
Here we just give the rulings. And the ruling is that it works.
Bear in mind there can be translation issues from the Japanese to English.
