Dark Hypno's Black Magic

Say I'm in a 2-on-2 battle and play a deck with Dark Hypno in it.
Opponent number 1 has three benched Pokémon and opponent number 2 has two.

Dark Hypno's Black Magic reads:

[P][C] Black Magic 20x

Does 20 damage times the number of your opponent's Benched Pokémon.

If I attack opponent number 1 with Black Magic, would it do 100 damage, or 60 damage?

2-on-2 Battle, as an official variant, doesn't have 2 players for each side - it means that you can have 2 Pokemon active.

There aren't official rules for more than 2-player games, to my knowledge...your group can come up with its own rules.
