Dark Slowking

I was wondering, since dark slowking's attack ( Cost: PC Name: Litter Damage: 20+) says qoute " you may discard a combination of up to 2 Pokemon Tool cards and Rocket's Secret Machine cards from your hand. If you do, this attack does 20 damage plus 30 more damage for each card you discarded. "

Since it says "and" and not "or" would I be able to discard 2 Tools and 2 Rocket's Secret Machine to do an additional 120 damage or can you only discard a max of 2 cards wether Tools or Machine?

No, the phrase "combination of up to 2" limits the number of cards you may discard. It can be either 2 Tools, or 2 Machines, or 1 of each (total=2), or 1 of either (total=1), or none at all (no additional damage).
