BW-on Darkrai Hydreigon (Consistency Issues)

Ok, I've built this and have been playing it over the last few days but while I love the deck ,I'm having trouble keeping it consistent. I can't seem to get Hydreigon out by even Turn 4! And when I do, not a single max potion anywhere. Here's the deck:

I see people running Level Ball, which is a great idea but I have no idea what to take out for them. Some people suggest taking out Eviolite because of Tool Scrapper, but I dunno. I just want to be able to get Hydreigon out by turn 3 at the absolute latest and it just isn't happening :(

Anyone have any suggestions?

I can see a few ways to go about the Level Ball.
You could take away any of the following:
-1 Deino - 3 Is enough for this deck. The 4th should not be a priority. The reason 3 is fine is because you won't need to several Hydreigon out; you don't need to swarm them.
-1 Zweilous - a 3-1-3 Hydreigon with 3 Candy has worked fine for many players. The 2nd Zweilous seriously isn't needed at all. 1 is all you'll need.
-1 Super Rod - It can be nice to have here, but it isn't 100% needed. Can help at times, but sometimes can be filled with something better.
-1 or -2 Dark Energy. 10 is few more than this deck really needs. It's Energy lines and splits are similar to Zeels' Lighting/DCE split. I think the best splits for this deck are: 8/4 or 9/4.
-1 Dark Patch - Sometimes, this can be a dead draw. 3 Dark Patch works fine, especially with Sableye, who I end up using a lot more than I thought I would.

Some other cards to consider would be:
+1 Eviolite - Obviously, Eviolite is brilliant in this deck and helps a bit more with the next additions I suggest.
+1 Shaymin EX - absolute monster. Terrakion gives this deck a rough time since it can Retaliate and land Crush your Darkrai's after using Tool Scrapper for a KO. After 2 prizes are taken, you can sweep any Terrakion with this. Eviolite it and it can withstand some more damage.
+1 Sigilyph - This card is pretty good in this deck because it helps quite a bit in the mirror or against other decks that utilise EXs. Of course, it can be Catchered around, but this baits the opponent into playing Catchers which could come back to bite them later in the game.
+1 Blend Energy - To be honest, you should definitely fit this in. I'd definitely do a -1 Dark +1 Blend because with Sigilyph and Shaymin, this card help.s Hydreigon also attacks at times too, so it does help when try to pull of those attacks.
 
If you are looking for consistency, Nintendan's suggestions aren't quite what I would use.

DEFINITELY fit Shaymin EX in here. It's almost required.


-1 Deino I agree with. +1 Sableye in its place. Sableye is what makes this deck run - start with it and go.

3-2-3 Hydreigon I do not disagree with, I have run it for a while and it's nice to have that option available. You need Level Ball for maximum efficiency though. -1 Dark Patch for +1 Level Ball. If you want a second, I would cut a Rare Candy for it (since you won't be using Rare Candy as frequently).

Lastly, I tried this deck out with Cheren at first, but once I got a feel for it, I found that I was never using Cheren, so I swapped to Bianca. See if that helps.
 
I'd drop Mewtwo to start. Once you fix the consistency you pretty much eat Mewtwos for breakfast. You don't need your own to play counter.

Sigilyph and Shaymin are good adds as mentioned above.

3-1-3 Hydreigon will open up some holes for more consistency cards.

+1 Sableye will let you thin out on items a bit, since you can recover them.

8 Dark/4 Blend is plenty of energy for this deck.

If you find yourself frequently playing down to 1-2 card hands, Bianca will be better than Cheren.

One thing you'll want to consider is 1-2 Tool Scrapper if Garbodor gets big in your local meta. As you can guess, Garbodor pretty much eviscerates this deck.
 
Personally, I prefer the 4-2-3 Hydreigon line you have. Having 4 Deinos greatly enhance your chances of 2 surviving to evolve to Hydreigon. (1 Deino may be prized; the other may/will be KOd early game).

You can easily drop 1 Professor Juniper since you'll still have 9 other drawing Supporters and 2 Random Receivers.

I'd also agree with dropping the Mewtwo EX and the Eviolites since they will, more than likely, be less effective (i.e., you'll lose the Mewtwo EX "war" with only 1 and your opponents' play of Tool Scrapper will discard your Eviolites).

So, now with 3 open slots, you can add 3 Level Balls.

Lastly, I'd also suggest exchanging 1 D energy for the 4th Blend energy.

-_-' 11 supporters and 2 random recievers is enough. Also you only want 12 energy max for this deck. 3-1-3 Hydreigon with 3-4 candies, is good enough. Sableye is the soul of this deck, ALLWAYS run 2-3. 1 Shaymin EX won't hurt either. Back on the topic of supporters, run 4 Juniper, 4 N and 3 Bianca/Cheren. 3 Darkrai should be enough. maybe 1-2 level ball could be added.

I'm not being horrible, but don't listen to pokemaster's advice, as it isn't the best I have seen.

I would argue that that list is no more consistent than mine that runs 3 Sableye. Even though I don't lead with Sableye every game, I lead with it or the ability to get it T2 most games. Junk Hunt makes the deck. It just makes it.

4/4/3/3 Supporters is far too many, and Cheren is just not that good in this deck.
 
Thanks for all the suggestions everyone! I've made a couple of changes so far based on what you guys have posted (and on my own personal preference) and will do some testing. If I can get the consistency up, I'll consider the idea of dropping the extra Deino/Zwei but first I just want to see if I can get it to work. I'll probably put Shaymin in there too; I do like him.
 
The best change I can see without clumping the deck, would be:

-1 Zweilos
-1Super Rod (I dont realy like this card in this deck, though adding it is common sense)
+1 Rare Candy
+1 Ultra Ball
