This was the only place I could think this might go. I had an idea for an EX less water deck.

Swampert
Milotic
Gorebyss


Of course after FR/LG is released, Blastoise becomes a sub for Swampert. Could it work until then?

You don't need Gorebyss. A Swampert deck with Milotic instead of Suicune ex could work.
