Delcatty EX's Constrain

Say I have my Delcatty EX on the bench. I have 5 cards in my hand, and my opponent has 7. Can I use its Constrain Poke-Power which makes both players discard cards until they have 6 cards left in there hand to make my opponent discard one card as the effect of its poke-power? Or can I just not use it because I have less than 6 cards in my hand?

Use of the Power is not conditioned on minimum number of cards in either players hand. You only can discard down to six; if any player has six or less cards, that player doesn't discard when the Constrain Power is used.
