if you have a Deoxys Ex Active and one bench will the one on the bench power the active one up?
( the ability say excluding deoxys -ex) does it mean all deoxys or the active
 
Clarification

•When a Pokemon refers to itself by name, interpret that card as though the text reads "this Pokemon". This has the practical effect of not including other Pokemon of the same name. If a Pokemon copies that text, it refers to itself, not the original Pokemon. (Apr 17, 2008 PUI Rules Team)

Wouldnt this mean it would power up the active Deoxys if one is on the bench because When a Pokemon refers to itself by name, interpret that card as though the text reads "this Pokemon".?

Sorry maybe I am reading out of context, but it is part of the Meta Rulings
 
While that ruling, as written, would lead you to be correct, that ruling was originally made to fix some confusion when translators of cards stopped having cards refer to themselves by name. Deoxys-EX is unique in that it uses the name "Deoxys-EX" in it's ability, which is something that isn't done anymore. Pokemon that refer to themselves always say "this Pokemon" on modern cards.

We'll likely see a change in that Meta Ruling to clarify, but I'm 90% sure that Deoxys' ability does not add damage to any Deoxys.
 
Frankly, I hope Deoxys-EX doesn't include itself, as its attack is already at an X-Ball-on-steroids level. Besides, it stacks anyway, so it can still power up other Plasma Pokemon's attacks to nigh-ridiculous levels.
 
Deoxys-EX's ability excludes all Deoxys-EX. No bonus damage for any Deoxys-Ex. Per ruling in professor forums on Pokemon website.
 
With that rules, I've been wondering about raticate. If I add a plasma badge and have deoxys in play, does raticate 1hko anything without an eviolite-type effect?

No, it doesn't. Raticate's Super Fang puts damage counters on the defending Pokemon until it has 10 HP remaining. This is not the same as doing damage. (Putting damage counters is an effect.) Deoxys EX only adds damage if any damage is done in the first place. Because Super Fang doesn't do any damage, Deoxys EX's Power Connect will not add any damage to Super Fang.

It has here. While there is a slight chance that there is something unique about this situation, it is highly unlikely; instead understanding the mechanics behind the game tells you the answer. Superfang "places damage counters", while Deoxys EX (or rather, its Ability) adds +10 to "damage done". Placing damage counters in Superfang is part of the effect of the attack and is not the same as placing damage counters from an attack doing damage in the standard, mundane way, so nothing that adds to damage done is going to bump up what Superfang does.

Of course, something else placing a damage counter like Hypnotoxic Laser works just fine. I might consider the badge just to use Colress Machine/Plasma Energy on Raticate, but probably not.
 
I'm not sure about applying from benched Deoxys to an active, but if you play Mew EX with plasma badge, you will still get the + damage
