When Golurk uses Devolution Punch on an opponents evolved Pokemon, which is resolved first: the attack damage or the attack's effect?

Example:
I have a Golurk active with a Psychic energy and a DCE and declare Devolution Punch on an opponent's active Hydreigon DRX that has 130 damage on it. Does the Hydreigon return to my opponent's hand, with its lower evolutions being discarded, or does it simply get knocked out, causing the discard of the entire evolution line (including Hydreigon)?

Effects are done before KOs are resolved.
The player would return the Hydreigon to their hand.
