Devolution Spray Clarification

When devolution spray says 'That pokemon cannot evolve this turn' does it mean only that the pokemon that is left in play cannot evolve? Can you still evolve a different pokemon that was already in play at the start of the turn with the stage that was picked up?

It means the Pokemon left in play.
The card you put in your hand is just that, a card.
The game state doesn't know, nor care, if the card you use next to evolve some other Pokemon is the same card or not.
Once it goes into your hand, it is wiped clean of all effects that were on it.
