Discarding Opponents Cards

What are some other cards, Trainers or Pokemon, that make your opponent discard cards?

I know of Durant that removes cards based on the number of Durant in play; Beartic has Glaicer Drop which discards the top card of your opponent card. Any more?

To be clear, I want to make a deck that makes the other person draw or discard cards from the deck making them unable to draw again. It's a strange thing, yes, but I want to try it.

I couldn't agree less. With Aggron being the best in the format lol..

I would try out Dialga from Plasma Blast, discards the top card off your opponents deck for each plasma energy attached. While swinging for 90 damage as well.
It can literally be thrown into any plasma deck, because it takes 4 colorless energies.
Which in this format is a decent card, especially because black kyurem in blastoise, it can 1 hit it. And it has energy acceleration with colress machine.
That would be your best bet. Pair it with laser & maybe a few deoxys and you will be doing a lot of damage while milling. It's your best bet.

I don't understand the black kyurem, blastoise, laser and deoxys. Which ones are you referring to?

Why not a metal deck w/ 4 plasma energies? Durant, Aggron, AND Dialga. This way you can mill the deck while still attacking. Sounds like a fun way to troll people at league. Playing against these decks is always frustrating.

Although it is "situational," the Supporter Hugh could also be helpful, especially if you design your deck to provide mulligan draws to your opponent.

That sounds awesome. However to use durant's ability, I would need a plasma energy which would take away from Dialga's attack. What card would be best to use to transfer energy, or kill off durant so I can retrieve the energy?

Aggron works well with Sableye (Junk Hunt) and Devolution Spray (plus all the good trainer support to slow down your opponent).

black kyurem is weak to dialga therefore gets 1 hit, and potential mill.
I think dialga is the best choice because you are doing damage and 2 hitting anything in the game while potential mill.
So you aren't 100% reliant on your only way to victory is decking your opponent down to nothing, you are also attacking and doing a consistent amount of damage.
deoxys was only to add more damage, as well as lasers.

Say I have a Lairon as my attacking pokemon, and a lairon on my bench. Can I evolve my attacking Lairon, making my opponent discard top 3 cards of their deck, then play devolution spray. Put the card into my hand and play it onto another lairon on my bench, discard 3, and then use lairon's ability? OR do I have to wait a turn after evolving lairon into aggron before devolving and whatnot.

You can use the evolution you picked up to evolve a different pokemon yes, but the pokemon that you de-evolved cannot evolve until next turn (Just like when you evolve up, it counts as a new pokemon in play)
