Does Deoxys get to attack

Does Speed Deoxys EX 's attack go through Dustox EX's Safeguard pokebody or is Dustox EX
immune? Wouldn't Deoxy have to attack first (which it shouldn't be able to) before its effects are activated?

There is nothing on Safeguard that says Pokemon-ex can't attack.

Safeguard says to prevent all effects, including damage, from such Pokemon...but this Poke-Body gets ignored, because Fastwave's damage isn't affected by Poke-Bodies.
