Does muscle band apply on damage as an effect?

I recently saw a thread about Bronzong BREAK. It raised the following questions:

Does muscle band apply to its Metal Rain attack since it is doing 30 damage as an effect?
Would muscle band apply to attacks that said "place 3 damage counters" instead of doing 30 damage?
If muscle band does apply, would it only do an extra 20 for the first attack or would it do an extra 20 for each 30 damage done?

Rewriting this. Just realized I answered a totally different question than what you asked.

First off, Muscle Band places an effect on the Attacking Pokemon that affects the calculation of damage done. It is applied AFTER following the directions of the attack text and is applied to the total damage done but only damage done to the Opponent's Active Pokemon.

What is NOT an effect is the damage itself. So your statement "since it is doing 30 damage as an effect" is not correct. Damage is damage. Just because it comes from a direction in the attack text does not make it an effect. It is still damage. And Muscle Band will apply to it.
It will apply as an addition to the final amount done from the attack, not as a bonus to each 30 chosen to apply to the Active Pokemon.

So if you choose to do 30 to the active, the attack will do 50.
If you choose to do 60 to the active, the attack will do 80.
And so on.

It will not apply to attacks that place "damage counters". That is an effect and is not affected by Muscle Band.
