This was asked earlier:

PokePop:
"Not only can't you play it unless you have a Trainer in your discard pile, once you do play it, you can't use it to get back one of the two cards that you discard for it, even if it's a Trainer."

Why is this different from Junk Arm?

Q. Can I use Junk Arm, discarding something + 1 Item card to get that 1 Item card back into my hand?
A. Junk Arm says to discard 2 cards first, then search for an Item card. Since the two cards are in the Discard Pile, one of them can be retrieved by the Junk Arm search. (Nov 3, 2011 PUI Rules Team)

And your response was:
"Well.... look for an updated ruling on Junk Arm coming soon..."

That's a pretty vague response. Why would you allow Junk Arm to be used like it was for 2 years, and then when a new card comes out that does the exact same thing, completely change the ruling?

Until there is an "an updated ruling", do we play Dowsing Machine like we did with Junk Arm and be allowed to retrieve one of the cards we placed in the discard pile, or are you doing a 180 for Dowsing Machine?
 
Why would you play Dowsing Machine the same way you played Junk Arm?
I gave a ruling on that.
That ruling is valid.
I said that the ruling on Junk Arm was coming.

Why change it?
Don't ask me. I'm not the Japanese game designers.
They don't tell me why the do what they do.
