Here is my new deck! I based it off of the Deoxys theme deck Jetstream and added my own cards to the mix! Here it is!

1x Rayquaza (Deo Special Holo)
1x Latias ex (SS)
1x Latias (Trainer's Kit)
3x Taillow (Deo)
1x Lombre (Deo)
1x Lombre (SS #45)
1x Ludicolo (Deo #19)
2x Swellow (Deo)
1x Latios (Trainer's Kit)
1x Altaria (SS)
2x Pokemon Retriever (TRR)
2x Lady Outing (Deo)
2x Swablu (SS)
1x Swablu (Deo)
2x Manectric (Deo)
3x Electrike (Deo)
3x Lotad (Deo)
2x Master Ball (Deo)
2x Switch (R&G)
2x Strength Charm (Deo)
2x Potion (R&G)

Energies:
10x Water
9x :lightning
5x Fire

I have it well balanced since the only Pokemon that need to use the Fire are Latias and Latias ex. The Pokemon Retriever is useful in getting my more powerful Pokemon like Rayquaza and Altaria back into action! Sure Swablu is pretty weak but it's worth it to get to use Altaria's Dragon Dance! Think about how great this deck would be in a 2 on 2 battle! Pleas tell me what you think of my deck!

You should focus the deck in 1 or 2 evolution lines and have many pokemon of them.

Possible evolution lines:
3 - 3
2 - 2
3 - 3 - 3
3 - 1 - 3
4 - 2 - 4
etc.

Add more trainers. Apart from stadium, recovery and disruption trainers, you need the ones that make your deck faster, something like:
4 Celio's Network
4 Copycat
4 Steven's Advice

I think you can build a nice deck with that Ludicolo line you have, playing 2 of each Ludicolo (Holo and Non-Holo), 4 Lotad and 2 or 3 Lombre with 4 Rare Candy. Add camerupt too, maybe a 2 - 2 line, its Power makes a great combo with Ludicolo's one. Oh, and don't forget 4 Dunsparce of course ;-)

I'm modifying the deck now with these cards. I added 2 Dunsparce because I don't have enough money to keep on buying more cards to get up to 4 copies, I added in 2 Numel and 1 Camerupt (Deo), 1 Plusle from SS, 3 Bagon from Dr, 2 Shelgon from Dr, 1 Salamence Dr #19, a Salamence ex, 1 Wally's Training, 2 Energy Removal from R&G, 5 Fire energies, 5 Lighting, and 8 Water. What do you think now?
