Draw engine in a water based deck

I have been looking for a good draw engine for my water tank deck. I have considered cleffa or manaphy but I was wondering if there is any other options to get out cards.
 
Delibird HGSS- Draw 1 card for each Water Energy attached to all your Pokemon.
Relicanth- Place any card from your hand into the lost zone and draw 3. He also has Leaf Guard as an attack for WCC.
 
Delibird in a feraligatr deck, but instead of a starter I would use it more like a second starter. It's really no use until you get a feraligatr prime out so cleffa or mantyne to start seems like the best option.
 
Draw engines this format are not type based. Unless you are playing certain cards (Magnezone), I'm seeing very few type-based engines. Delibird is a good starter for water types. If you play a slower deck, play draw cards, but if you play a speed deck, play trainers. Don't worry about type based engines... go for deck based engines. It is a better way to think about the game in general.
