No. That is not a self reference.
For B&W and newer, cards that have self references actually say "this Pokemon".
Where Devour says "each Durant", it means "each Durant".
Think about it, the self reference rule is to replace the name with "this Pokemon".
Saying "for each this Pokemon you have in play..." makes no grammatical sense.
You only have one "this Pokemon" in play. Any other Pokemon is not "this Pokemon", even if it has the same name.
