Would I be allowed to take a PDA to a tournament if my deck had foriegn language cards and the PDA had a card-dex downloaded onto it to translate the foriegn cards?
I do not believe you would because no electronics are not allowed to be used during a match.

Electronic devices, such as cell phones, MP3 players, or text-messaging devices, are not
to be used during a match. In some special instances, an electronic device may be
allowed by the Tournament Organizer
